The Council presently comprises three ex officio and 9 appointed members. One of the members also serves as President of the Council.

Ex officio members are appointed to the Council by virtue of the office they hold. They are:

Appointed Members
Appointed members serve on the Council for a term of up to three years. They are eligible for reappointment.
The qualifications for appointment as a member are: extensive practice at a high level in industry, commerce, public administration or industrial relations; the practice of a profession or service in government, or an authority of a government; or an extensive knowledge of administrative law or public administration.
