Graduate Certificate in Emergency Management

The Graduate Certificate in Emergency Management is an accredited program which aims to enable people working in emergency management roles to:
- Improve their leadership and management skills especially managing relationships within a multi-agency context;
- Engage in debate in relation to EM theory and practice;
- Contribute to and analyse innovation and change in EM
- Contribute to the national EM research agenda from a practice base.
Overview
- EMA's Graduate Certificate in Emergency Management was accredited by the Victorian Qualifications Authority in August 2003. The qualification is nationally recognised under mutual recognition arrangements. The following process informed development of the Graduate Certificate in Emergency Management:
- EMA Training Needs Analysis conducted in 2001.
- Recommendations from a Scoping Project overseen by an industry committee, conducted in 2002 to confirm the demand, content and mode of delivery
- Curriculum development overseen by an industry committee in 2002/3

Where has the idea come from?
Some participants in EMA programs expressed interest in more challenging professional development. This was reflected in the Training Needs Assessment and the scoping project to consult with the EM Sector nationally. Participants have expressed interest in opportunities for engaging in innovative thinking and exploration of issues in the field of emergency management in a structured manner. The Graduate Certificate program will offer this.
What is a Graduate Certificate qualification?
It is a postgraduate qualification designed for specific vocational purposes, to broaden skills and knowledge already gained in an undergraduate qualification, or through extensive professional work-based experience through which comparable knowledge and skills have been developed.
Would an EMA Graduate Certificate be the same as a university Graduate Certificate?
The Graduate Certificate will be accredited through the vocational education and training sector, and is nationally recognised and equivalent to a university-accredited Graduate Certificate.
What are the prerequisites to enter a Graduate Certificate?
Candidates usually hold a Bachelor Degree or Advanced Diploma or alternatively have extensive comparable vocational practice. They are expected to show potential to carry out work at this level, as study skills such as research, analysis and writing are required.
What subjects will be offered in the Graduate Certificate?
Consistent with stakeholder feedback the curriculum will comprise the following modules:
- Relationship management in an emergency management context - will support participants to develop knowledge, skills and attitudes to reflect on and manage relationships within a multi-agency context.
- Current issues and trends in emergency management - will enable participants to explore and analyse current issues in emergency management from a policy and practice perspective.
- Research methods - will expose participants to a range of research methods, and enable them to select appropriate methods for a given project.
- Research project - will focus participant research on an agreed area of emergency management to present a research report which will contribute to current thinking in the field.
How will the Graduate Certificate program be delivered?
The program will be delivered over a two year period, one subject per semester. For each subject there will be preparatory work, a one week residential component at Mount Macedon and a 6 month work based project with on-line support.
How does a Graduate Certificate articulate with other qualifications?
A Graduate Certificate is the first post graduate qualification and may articulate with Graduate Diploma and Masters programs. Discussions are taking place with a range of Universities to facilitate access to further study for Graduates of the EMA Graduate Certificate.
Resources permitting, it is anticipated that there will be one intake per annum for this program. Nominations are now open for the 2007 program.
How much work would be involved?
In addition to the 1 week residential program, participants can expect to study another 80 - 100 hours off campus.
