Jurisdiction and Procedures of the Copyright Tribunal - Submissions
The following submissions were received in electronic form:
- Australian Vice-Chancellors' Commitee (AVCC) – Part 1
The AVCC is a committee of the Vice Chancellors of 37 Universities in Australia. As such, it represents the higher education sector in Australia on a range of matters affecting universities. These include the extent to which universities and their students have access to copyright material and the terms upon which they may copy that material for educational and other purposes.

- ScreenSound
ScreenSound Australia (formerly the National Film and Sound Archive) has had no direct experience of the workings of the Copyright Tribunal. However, we have a general interest in the workings of the copyright system and the ways in which creators are remunerated. We therefore welcome this opportunity to comment on the possible reform of this body.

- Australasian Performing Right Association (APRA) – Part 1
APRA has been the most frequent party to appear in the Copyright Tribunal, having itself commenced proceedigns in 6 matters and been the respondent in 2 matters. APRA's experience broadly indicates that the Copyright Tribunal is an effective mechanism to resolve disputes as to the terms and conditions of licence schemes when such disputes involve individuals as well as trade associations and large corporations.

- Federation of Australian Commercial Television Stations (FACTS)
Certain provisions at Part VI of the Act unreasonably confine the Tribunal's arbitral function. The Tribunal should have broad powers of a sufficiently general nature to give it latitude to effectively resolve disputes between copyright owners and copyright users.
