Outline of communication 39/2006 - Concerning benefits for New Zealand citizens

The author of this communication alleges that the Australian Government has discriminated against New Zealand citizens residing in Australia by legislating to remove previously automatic rights to Australian residency status for the purposes of accessing certain social security benefits. The legislation complained about is the Family and Community Services Legislation Amendment (New Zealand Citizens) Act 2001 (Cth).

The author alleges that the Act is inconsistent with Article 2(1)(a) and Article 5(e)(iv) of the Convention.
