Professional development in AMLAT

AMLAT has been fortunate to benefit from work placements by two senior public servants from the law and justice sectors in Fiji and PNG.

Razim Buksh 

Razim Buksh, the Director of the Fiji Financial Intelligence Unit in the Reserve Bank of Fiji, participated in a two month placement with AMLAT from late August to early October 2007.  This placement was part of the broader Pacific Governance Program being run by the Australia New Zealand School of Government (ANZSOG).  During his time with AMLAT, Razim contributed to the AMLAT work program by providing expert guidance in the development of procedures and guidelines for emerging Pacific Financial Intelligence Units (FIUs) in Nauru, PNG and the Federated States of Micronesia (FSM).  He also participated in several high level meetings with Australian Government agencies, and visited FSM with AMLAT in order to advise on the development of an FIU.  Razim further enhanced his technical skills and knowledge and strengthened his leadership and management skills through the workplace experience.  Following his placement, Razim will participate in ANZOG’s intensive three-week Executive Fellows academic program.

Molean Kilepak

Molean Kilepak, a Principal Legal Officer in the Executive Services Branch of the Papua New Guinea Department of Justice and Attorney-General, completed a Masters of Laws specialising in Government and Commercial Law at the Australian National University during 2007.  While in Canberra he volunteered to help AMLAT with its work in PNG.  Molean assisted with the implementation of PNG’s Proceeds of Crime legislation, drawing on his involvement in the drafting of the Proceeds of Crime Act, the Mutual Assistance in Criminal Matters Act, and the Extradition Act.  This work included reviewing Guidelines and other FIU documents to ensure they were consistent with PNG law and customs, providing relevant case studies for use in AMLAT workshops, and drafting Memoranda of Understanding between the FIU and other PNG Government agencies.
