The former Standing Council on Police and Emergency Management (SCPEM) consisted of ministers responsible for police and emergency management from the Australian Government, state and territory governments; New Zealand Government; and an Australian local government association representative.

Under changes to the COAG council system in December 2013, the Law, Crime and Community Safety Council (LCCSC) replaced SCPEM and the Standing Council on Law and Justice (formerly the Standing Committee of Attorneys-General).
