On 3 March 2011, the Senate referred to the Environment and Communications References Committee to inquire and report on the capacity of communication networks and emergency warning systems to deal with emergencies and natural disasters.

The committee tabled its findings on 23 November 2011. A copy of the committee's report can be found on the Australian Parliament House website.

On 22 November 2012, the Attorney-General and Minister for Emergency Management tabled the Commonwealth's response to the Environment and Communications References Committee report.
