The Australian Government invited submissions on a package of legislative reforms on religious freedom. These are the:

  • Religious Discrimination Bill 2019
  • Religious Discrimination (Consequential Amendments) Bill 2019
  • Human Rights Legislation Amendment (Freedom of Religion) Bill 2019.

We recognise that it is important for Australians to have the opportunity to provide comments on these Bills.

We will consider your submissions when developing these bills before the package is introduced into Parliament.

Submissions

We received approximately 6,000 submissions, including a number of campaign-based submissions. We will publish further submissions progressively over time, but note that given the volume received, not all submissions will be published.

Background

On 13 December 2018, the Prime Minister and the Attorney-General released the Report of the Religious Freedom Review. The review made several recommendations and concluded that there is an opportunity to further protect and better promote freedom of religion under Australian law and in the community.

In its response, the Australian Government committed to a range of measures to implement the review's recommendations. These form the basis of the legislative package the government will introduce into Parliament.

  • The Religious Discrimination Bill will provide comprehensive protection against discrimination on the basis of religious belief or activity in specified areas of public life.
  • The Religious Discrimination (Consequential Amendments) Bill 2019 will make consequential amendments necessary to implement the Religious Discrimination Bill.
  • The Human Rights Legislation Amendment (Freedom of Religion) Bill 2019 will amend existing Commonwealth legislation to better protect the right to freedom of religion.
