Legal assistance reviews

In 2018, separate and concurrent reviews will be undertaken of the National Partnership Agreement on Legal Assistance Services 2015-2020 (NPA) and the Indigenous Legal Assistance Program (ILAP).

The reviews will assess the effectiveness, efficiency and appropriateness of the NPA and the ILAP as mechanisms for achieving their respective objectives and outcomes within available resources, and identify best practice and opportunities for improvement.

A national consultation process to engage stakeholders in all states and territories will inform the reviews. The review of the NPA and the review of the ILAP will be, as far as possible, aligned.

Review of the National Partnership Agreement

As the Commonwealth and the states and territories are joint parties to the NPA, the review will be jointly led. The review of the NPA is being undertaken by Urbis Pty Ltd and is expected to be completed in December 2018.

The Attorney-General of Australia, the Hon Christian Porter MP, and all state and territory Attorneys‑General agreed to the terms of reference for the review of the NPA.

The review of the NPA will be supported by a Steering Committee and Advisory Group.

The Steering Committee consists of representatives from the department and counterparts in the states and territories and provides strategic guidance and support and makes key decisions for the review of the NPA.

The Advisory Group consists of representatives from legal assistance peak bodies, representatives from each jurisdiction's legal assistance sector, research organisations or industry bodies and/or eminent persons with expertise in the sector. This group will provide a forum for consultation and provide the Steering Committee and Independent Reviewer with expert guidance and input on key issues. Review of the Indigenous Legal Assistance Program

As the Commonwealth administers the ILAP, the review will be led by the Commonwealth. The review of the ILAP is being undertaken by Cox Inall Ridgeway and is expected to be completed in December 2018.
