Australia’s First and Second National Action Plans

The Open Government Partnership (OGP) is a multilateral initiative that aims to secure commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.

As an OGP member, Australia must produce a national action plan that sets out commitments that the government will deliver within a 2- or 4-year timeframe.

Australia has released 3 national action plans. Plans were developed through multi-stakeholder processes, with input from the community, civil society and government.

The Australian Government has worked with civil society to develop Australia’s Third National Action Plan (NAP3), which was published on 15 December 2023.

Australia's second national action plan (NAP2)

NAP2 was released in September 2018 and sought to build on the lessons and successes of NAP1. Its aims are to further open up government and realise the values of the Open Government Partnership to enhance access to information, civic participation, public accountability, and technology and innovation for openness and accountability.

Australia's first national action plan (NAP1)

Developed in collaboration with civil society representatives, NAP1 was launched in December 2016 with the aim of establishing the Australian Government’s initial steps to improve and build confidence in Australian Institutions and to strengthen our democracy. NAP1 provided a foundation for continuing civil society engagement to identify new initiatives and strengthen efforts over time, including working with state, territory and local governments to improve transparency and integrity at all levels of government.
