Revocation of Provisional Transparency Notice issued in relation to the Confucius Institute at the University of Sydney
On 26 February 2021, the Acting Secretary of the Attorney-General's Department issued a provisional transparency notice under section 14B of the Foreign Influence Transparency Scheme Act 2018 (FITS Act) declaring the Confucius Institute at the University of Sydney to be a foreign government related entity related to the People’s Republic of China for the purposes of the Act.
On 26 March 2021, the Acting Secretary revoked the provisional transparency notice, pursuant to subsection 14E of the FITS Act. Following consideration of changes made to the Confucius Institute’s governance arrangements after the provisional transparency notice was issued, the Acting Secretary was no longer satisfied, on the information available, that the institute meets the definition of a foreign government related entity under the FITS Act at this time.

A person whose interests are affected by a decision to issue, vary or revoke a transparency notice under the FITS Act may, subject to the Administrative Review Tribunal Act 2024, apply to the Administrative Review Tribunal for review of the decision (see section 14H of the FITS Act).
