Fourth National Action Plan Co-Creation Infographic
Consistent with the Open Government Partnership (OGP) co-creation minimum standards, the forum has agreed on a co-creation process that sets out how the commitments under the NAP4 will be collaboratively designed between government, civil society and other key stakeholders. The co‑creation timeline includes opportunities for public engagement throughout the process.

Phase 1: Initial Planning (May 2026)
Process step:
- OGF agrees on co-creation process and considers potential commitment topics.
Engagement opportunities:
- Co-creation timeline is published.
Phase 2: Draft Commitments (June to August 2026)
Process step:
- AGD publishes a consultation paper on potential commitments.
Engagement opportunities:
- Public consultation round on potential commitments.
Phase 3: Draft Action Plan (September to October 2026)
Process step:
- AGD drafts NAP4 to reflect selected commitments.
Engagement opportunities:
- Targeted consultation round on draft action plan.
Phase 4: Approval (October to December 2026)
Process step: Final plan
- OGF endorsement and Government approval of NAP4 before submission to OGP and publication.
Engagement opportunities:
- NAP4 is published.
