Australia’s Fourth National Action Plan

The Open Government Partnership (OGP) is a multilateral initiative that aims to promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance.

As an OGP member, Australia must produce a national action plan that sets out commitments that the government will deliver within a 2-year or 4-year timeframe.

The Australian Government is working with civil society to develop a Fourth National Action Plan (NAP4), which will capture an ambitious plan to support open government, transparency and accountability in Australia. This plan will build on Australia’s 3 previous national action plans (NAP1, NAP2 and NAP3).

Australia's co-creation process

Australia’s new Open Government Forum agreed on the co-creation timeline at its meeting on 19 May 2026. The forum is made up of equal numbers of government and civil society representatives. 

All members of the Australian public are invited to contribute to NAP4 by suggesting ideas for commitments that would help to promote accountability, transparency and integrity in government. The forum will consider these views as it co-creates NAP4. Ultimately, all commitments must be approved by government.

Australia's Third National Action Plan (NAP3)

The Forum will develop NAP4 building on the lessons learnt during NAP3, which was co-designed by the 2023 Open Government Forum and concluded on 31 December 2025. NAP3 included 8 commitments that collectively aimed to further open government, enhance accountability and strengthen integrity. The forum’s ongoing engagement and oversight supported the implementation of these commitments.
